Senior Manager: Airworthiness – HMSMA

1. PURPOSE OF THE JOB
To ensure proper maintenance of all aircraft registered in the Republic, to ensure the existence of structured, comprehensive, and effective systems with adequately qualified and competent resources to undertake certification/approval and conduct continuous oversight functions of design, manufacturing/production, maintenance organisation and aeronautical products.

2. EDUCATION (FORMAL QUALIFICATION REQUIRED)
MINIMUM
Relevant Engineering Degree (NQF7) , or Diploma in Aviation Safety Management with trade qualification (e.g. Aircraft Mechanic or Structural Worker or Avionician or Radiotrician or Electrician) or Equivalent qualification
IDEAL
Degree in Aeronautical Engineering/Aircraft Maintenance Engineer (AME)
MINIMUM
Qualified as Government Safety Inspector
IDEAL
Knowledge of relevant ICAO SARPs and Civil Aviation Regulations.

3.  Management Experience EXPERIENCE
5 – 7 years
Relevant Aviation Technical Experience in Maintenance/ Engineering 10 Years

Legislative responsibilities Exercise the powers delegated in terms of the legislation; authorise, vary, or withdraw certificates, licenses, permits and approvals in respect of aircraft, its operation and flight operations. 25%
Planning Develop annual oversight plans and safety promotion plans.Develop and monitor mentoring plans.

Scope to include both local and foreign based organisations.

Financial Planning and Control Develop accurate activity revenue and costing, planning and budgets. 10%
Operational Management Define the scope of oversight requirements, scope of work, and resources required, schedule work program and control performance. 15%
Liaison and Policy Compile an effective and realistic Manual of Procedure.Represent the Authority in negotiations and liaise with stakeholders and industry bodies 10%
Communications and Safety Promotion To project a satisfactory image of the organisation to all stakeholders. 10%
Management of Direct Reportees Manage key performance areas of directly reporting personnel to ensure achievement of their agreed objectives. 15%
