Purpose of the Role:
The Chief Technology Officer (CTO) is a visionary and strategic executive role responsible for leading company’s technological direction, innovation pipeline and product ecosystem. As the steward of company’s technical future, the CTO drives product strategy, solution development, technology operations and cross-group alignment within holding company and its sister companies.
The CTO is both a technologist and business enabler, accountable for architecting a scalable, secure and high-performance technology stack, while translating client needs into competitive solutions. The CTO plays a pivotal role in building strategic technology partnerships, shaping the roadmap for company’s ERP and enabling client success through cutting-edge, integrated municipal software solutions.
Key Responsibilities:
Technology Vision, Strategy & Execution
- Define and lead the execution of Company’s technology vision in alignment with corporate objectives and public sector transformation goals.
- Translate municipal challenges into scalable solutions that improve governance, efficiency, and compliance (MFMA, mSCOA).
- Align with the holding Group on shared technology opportunities, platforms, and strategic synergies.
- Product & Solution Lifecycle Management
- Lead the full lifecycle of company’s ERP solutions—from R&D to launch and continuous improvement.
- Ensure integration of customer feedback, regulatory changes, and market intelligence into product development.
- Own the technology roadmap across modules, platforms, and integrations, particularly third-party vendors and municipal systems.
- Innovation & R&D
- Create a culture of innovation and agility within the technology team.
- Lead experimentation with emerging technologies (e.g., AI, automation, mobile-first solutions) that drive public sector modernisation.
- Monitor global trends and evaluate relevance to local government technology needs.
- Technical Architecture & Infrastructure
- Oversee the design and optimisation of technical infrastructure to ensure reliability, security, scalability, and interoperability.
- Ensure best-in-class data management, systems uptime, and compliance with POPIA and cybersecurity standards.
- Lead cloud strategy and systems integration architecture.
- Strategic Partnerships & Collaboration
- Forge and manage strategic relationships with vendors, municipal stakeholders, and solution providers.
- Collaborate across internal teams (Sales, Operations, Marketing, Advisory) to ensure cross-functional alignment of solutions.
- Guide the Partner Manager, Solutions Manager and Product Manager in codeveloping go-to-market strategies.
- Leadership, People & Culture
- Build and mentor a high-performing, cross-disciplinary technology team that thrives in a dynamic environment.
- Champion continuous learning and upskilling, with a focus on leadership, ownership, and customer-centric design.
- Ensure that the technology organisation operates with excellence, agility, and a shared sense of purpose.
Qualifications & Experience:
- A degree in Business Administration, Information Technology, or related field (MBA preferred).
- Minimum 10 years’ experience in senior technology leadership roles, preferably in IT services.
- Proven track record in ERP or municipal/public sector systems is highly advantageous.
- Strong experience managing technical teams, product roadmaps, systems integration, and large-scale platform rollouts.
- Demonstrated success in collaborating with Sales, Support, and Advisory teams to drive revenue and adoption.
- Excellent communication and interpersonal abilities, with the capacity to advise and influence executive management.
- Exceptional analytical, strategic thinking and problem-solving skills.
- Exemplary leadership qualities, with the ability to inspire and manage teams towards achieving excellence in operations.
- Strong understanding of market dynamics, customer needs, and the competitive landscape.
- Proficiency in MS Office and CRM software (e.g. Salesforce)

Salary
R 1,5 million – R 2 Million
